I took it as a metaphor of people and the government. We are "Hope", the government is Wally, which could but probably doesn't represent wall street. Hope has dealt with the bullshit of Wally for forever, and wants to revolt. But when they try, nothing happens. They can't call for help or lawful intervention, because "wally is the law" so "what can we do?"

but yeah, i still think that's pretty exaggerated... the government's corruption (which i say very loosely) hasn't affected everyone, and some more than others... and i don't particularly see the scenario where we're completely and utterly helpless...
